How Delmarva Power’s plans work
R (Residential Service). One price per kWh at every hour: 19.5¢ in July and 19.8¢ in January. Shifting use to other hours changes nothing on this plan; using less is the only lever. Fixed charge: $14.72 a month.
R-TOU-ND (Residential Time of Use Non-Demand). Peak 10 am–9 pm on July weekdays; 11 of 24 hours carry the top price of 31.0¢. The cheapest July weekday hour costs 10.9¢, so moving 1 kWh out of the top hours saves 20.1¢. January weekdays range from 11.7¢ to 30.4¢. Weekends follow a different schedule from weekdays. Fixed charge: $19.86 a month.
Prices on this page are all-in per kWh, before taxes: base rates, supply and every per-kWh rider in the utility’s current tariff sheets. Your bill shows them as separate lines, and riders can change between tariff revisions.
As a cross-check, Delmarva Power billed its residential customers an average of 17.23¢ per kWh in 2024 (revenue ÷ sales, EIA-861). A plan taken from URDB is shown only if its all-in price is consistent with that figure, adjusted for Delaware’s price change since.
