RS is flat: the same price at every hour, with a fixed charge of $9.02 a month. RS-TOU is time-of-use (summer weekdays: Mid-peak 6 am–2 pm, Peak 2 pm–9 pm, Mid-peak 9 pm–11 pm; lowest price 11 pm–6 am next day), with a fixed charge of $9.02 a month.
