How Burbank Water and Power’s plans work
Basic (Residential Basic Service Rate). In July the first 300 kWh a month cost 18.0¢ each; then 27.8¢ above 300 kWh a month. An average California home (571 kWh in July) goes past the first tier, so extra load such as an EV is priced higher. Fixed charge: $23.95 a month.
EV TOU (Time-of-Use Rate for Electric Vehicle Owners). Mid-peak 8 am–4 pm, Peak 4 pm–7 pm, Mid-peak 7 pm–11 pm on July weekdays; 3 of 24 hours carry the top price of 39.0¢. The cheapest July weekday hour costs 15.6¢, so moving 1 kWh out of the top hours saves 23.4¢. January weekdays range from 15.6¢ to 26.2¢. Summer pricing applies Jun–Oct; winter pricing Nov–May. Weekends differ: off-peak all day. Fixed charge: $23.95 a month.
Prices on this page are all-in per kWh, before taxes: base rates, supply and every per-kWh rider in the utility’s current tariff sheets. Your bill shows them as separate lines, and riders can change between tariff revisions.
As a cross-check, Burbank Water and Power billed its residential customers an average of 19.25¢ per kWh in 2024 (revenue ÷ sales, EIA-861). A plan taken from URDB is shown only if its all-in price is consistent with that figure, adjusted for California’s price change since.
