Is Basic or EV TOU cheaper?

For a typical California home using 487 kWh a month, Basic is cheaper by about $21 a year ($130 against $132 a month). Basic is cheaper below about 550 kWh a month and EV TOU above it, with the same daily pattern of use. Adding an EV driven 1,000 miles a month and charged at each plan’s cheapest hour, EV TOU gives the lower total ($175 against $207 a month).

What is the difference between Basic and EV TOU?

Basic is tiered: the price per kWh rises with monthly use, with a fixed charge of $23.95 a month. EV TOU is time-of-use (summer weekdays: Mid-peak 8 am–4 pm, Peak 4 pm–7 pm, Mid-peak 7 pm–11 pm; lowest price 11 pm–8 am next day), with a fixed charge of $23.95 a month.

How the two plans work

Basic: Residential Basic Service Rate

  • In July the first 300 kWh a month cost 18.0¢ each; then 27.8¢ above 300 kWh a month.
  • An average California home (571 kWh in July) goes past the first tier, so extra load such as an EV is priced higher.
  • Fixed charge: $23.95 a month.

EV TOU: Time-of-Use Rate for Electric Vehicle Owners

  • Mid-peak 8 am–4 pm, Peak 4 pm–7 pm, Mid-peak 7 pm–11 pm on July weekdays; 3 of 24 hours carry the top price of 39.0¢.
  • The cheapest July weekday hour costs 15.6¢, so moving 1 kWh out of the top hours saves 23.4¢.
  • January weekdays range from 15.6¢ to 26.2¢.
  • Summer pricing applies Jun–Oct; winter pricing Nov–May.
