How Xcel Energy’s plans work
RE-TOU (Residential Energy Time-of-Use). Peak 5 pm–9 pm on July weekdays; 4 of 24 hours carry the top price of 36.2¢. The cheapest July weekday hour costs 14.3¢, so moving 1 kWh out of the top hours saves 21.8¢. January weekdays range from 12.6¢ to 31.4¢. Summer pricing applies Jun–Sep; winter pricing Oct–May. Weekends follow a different schedule from weekdays. Fixed charge: $8.19 a month.
R-OO (Residential General Service Opt-Out). One price per kWh at every hour: 18.4¢ in July and 15.5¢ in January. Shifting use to other hours changes nothing on this plan; using less is the only lever. Fixed charge: $8.19 a month.
Prices on this page are all-in per kWh, before taxes: base rates, supply and every per-kWh rider in the utility’s current tariff sheets. Your bill shows them as separate lines, and riders can change between tariff revisions.
As a cross-check, Xcel Energy billed its residential customers an average of 15.05¢ per kWh in 2024 (revenue ÷ sales, EIA-861). A plan taken from URDB is shown only if its all-in price is consistent with that figure, adjusted for Colorado’s price change since.
