How Delmarva Power’s plans work
R (Residential Service). One price per kWh at every hour: 22.3¢ in July and 23.1¢ in January. Shifting use to other hours changes nothing on this plan; using less is the only lever. Fixed charge: $9.75 a month.
R-TOU-ND (Optional Residential Time of Use Non Demand). Peak 2 pm–7 pm on July weekdays; 5 of 24 hours carry the top price of 26.7¢. The cheapest July weekday hour costs 21.1¢, so moving 1 kWh out of the top hours saves 5.6¢. January weekdays range from 21.9¢ to 27.5¢. Summer pricing applies Jun–Sep; winter pricing Oct–May. Weekends differ: off-peak all day. Fixed charge: $9.75 a month.
R-PIV (Residential With Plug-In Vehicle Charging Service). Peak noon–8 pm on July weekdays; 8 of 24 hours carry the top price of 30.5¢. The cheapest July weekday hour costs 19.2¢, so moving 1 kWh out of the top hours saves 11.3¢. January weekdays range from 19.4¢ to 37.2¢. Summer pricing applies Jun–Sep; winter pricing Oct–May. Weekends differ: off-peak all day. Fixed charge: $9.75 a month.
Prices on this page are all-in per kWh, before taxes: base rates, supply and every per-kWh rider in the utility’s current tariff sheets. Your bill shows them as separate lines, and riders can change between tariff revisions.
As a cross-check, Delmarva Power billed its residential customers an average of 20.22¢ per kWh in 2024 (revenue ÷ sales, EIA-861). A plan taken from URDB is shown only if its all-in price is consistent with that figure, adjusted for Maryland’s price change since.
