How Orange & Rockland’s plans work
SC1 (Residential Service (O&R full-service supply)). In July the first 250 kWh a month cost 20.7¢ each; then 23.5¢ above 250 kWh a month. An average New York home (784 kWh in July) goes past the first tier, so extra load such as an EV is priced higher. Fixed charge: $24.60 a month.
SC19 (Residential Time-of-Use (O&R full-service supply)). Mid-peak 10 am–noon, Peak noon–7 pm, Mid-peak 7 pm–9 pm on July weekdays; 7 of 24 hours carry the top price of 54.7¢. The cheapest July weekday hour costs 12.2¢, so moving 1 kWh out of the top hours saves 42.5¢. January weekdays range from 12.2¢ to 26.0¢. Summer pricing applies Jun–Sep; winter pricing Oct–May. Weekends differ: off-peak all day. Fixed charge: $31.10 a month.
Prices on this page are all-in per kWh, before taxes: base rates, supply and every per-kWh rider in the utility’s current tariff sheets. Your bill shows them as separate lines, and riders can change between tariff revisions.
As a cross-check, Orange & Rockland billed its residential customers an average of 23.31¢ per kWh in 2024 (revenue ÷ sales, EIA-861). A plan taken from URDB is shown only if its all-in price is consistent with that figure, adjusted for New York’s price change since.
