What are PEC’s peak hours?
It depends on the plan. Residential TOU: Mid-peak 2 pm–4 pm, Peak 4 pm–8 pm, Mid-peak 8 pm–9 pm, every day, in summer (in winter: Peak 5 am–9 am, Peak 5 pm–9 pm). Hours are local clock time.
When is electricity cheapest on PEC?
On summer weekdays the lowest price is Residential TOU: 9 pm–2 pm next day at 8.0¢/kWh, against 19.8¢ at the peak. Residential charges the same price at every hour.
Which PEC plan is cheapest?
For a typical Texas home using 1,103 kWh a month, Residential at about $145 a month (13.2¢/kWh all-in, before taxes). With an EV charged at its cheapest hour, Residential TOU gives the lowest total.

How PEC’s plans work
Residential (Residential, Farm and Ranch Service (Flat Base Power)). One price per kWh at every hour, all year: 10.2¢. Shifting use to other hours changes nothing on this plan; using less is the only lever. Fixed charge: $32.50 a month.
Residential TOU (Residential, Farm and Ranch Service (Time-of-Use Base Power)). Mid-peak 2 pm–4 pm, Peak 4 pm–8 pm, Mid-peak 8 pm–9 pm on July weekdays; 4 of 24 hours carry the top price of 19.8¢. The cheapest July weekday hour costs 8.0¢, so moving 1 kWh out of the top hours saves 11.8¢. January weekdays range from 8.0¢ to 12.3¢. Fixed charge: $32.50 a month.
Prices on this page are all-in per kWh, before taxes: base rates, supply and every per-kWh rider in the utility’s current tariff sheets. Your bill shows them as separate lines, and riders can change between tariff revisions.
As a cross-check, PEC billed its residential customers an average of 12.22¢ per kWh in 2024 (revenue ÷ sales, EIA-861). A plan taken from URDB is shown only if its all-in price is consistent with that figure, adjusted for Texas’s price change since.
