How Appalachian Power’s plans work
RS (Residential Service). In July the first 500 kWh a month cost 17.7¢ each; then 16.1¢ above 500 kWh a month. An average West Virginia home (1,155 kWh in July) goes past the first tier, so extra load such as an EV is priced higher. Fixed charge: $14.02 a month.
RS-TOD (Residential Service Time-of-Day). Peak 7 am–9 pm on July weekdays; 14 of 24 hours carry the top price of 24.0¢. The cheapest July weekday hour costs 10.8¢, so moving 1 kWh out of the top hours saves 13.2¢. January weekdays range from 10.8¢ to 24.0¢. Weekends differ: off-peak all day. Fixed charge: $14.02 a month.
Prices on this page are all-in per kWh, before taxes: base rates, supply and every per-kWh rider in the utility’s current tariff sheets. Your bill shows them as separate lines, and riders can change between tariff revisions.
As a cross-check, Appalachian Power billed its residential customers an average of 16.77¢ per kWh in 2024 (revenue ÷ sales, EIA-861). A plan taken from URDB is shown only if its all-in price is consistent with that figure, adjusted for West Virginia’s price change since.
