RS is tiered: the price per kWh rises with monthly use, with a fixed charge of $14.02 a month. RS-TOD is time-of-use (summer weekdays: Peak 7 am–9 pm; lowest price 9 pm–7 am next day), with a fixed charge of $14.02 a month.

How the two plans work

RS: Residential Service

  • In July the first 500 kWh a month cost 17.7¢ each; then 16.1¢ above 500 kWh a month.
  • An average West Virginia home (1,155 kWh in July) goes past the first tier, so extra load such as an EV is priced higher.

RS-TOD: Residential Service Time-of-Day
