How Pepco’s plans work
R (Residential Service). One price per kWh at every hour: 24.2¢ in July and 21.2¢ in January. Shifting use to other hours changes nothing on this plan; using less is the only lever. Fixed charge: $8.93 a month.
R-TOU-P (Residential Time-of-Use Program). Peak 2 pm–7 pm on July weekdays; 5 of 24 hours carry the top price of 43.7¢. The cheapest July weekday hour costs 19.2¢, so moving 1 kWh out of the top hours saves 24.5¢. January weekdays range from 17.7¢ to 33.0¢. Summer pricing applies Jun–Sep; winter pricing Oct–May. Weekends differ: off-peak all day. Fixed charge: $8.93 a month.
R-PIV (Residential Service - Plug-in Vehicle Charging). Peak noon–8 pm on July weekdays; 8 of 24 hours carry the top price of 32.5¢. The cheapest July weekday hour costs 21.2¢, so moving 1 kWh out of the top hours saves 11.3¢. January weekdays range from 17.5¢ to 35.5¢. Summer pricing applies Jun–Oct; winter pricing Nov–May. Weekends differ: off-peak all day. Fixed charge: $8.93 a month.
Prices on this page are all-in per kWh, before taxes: base rates, supply and every per-kWh rider in the utility’s current tariff sheets. Your bill shows them as separate lines, and riders can change between tariff revisions.
As a cross-check, Pepco billed its residential customers an average of 20.08¢ per kWh in 2024 (revenue ÷ sales, EIA-861). A plan taken from URDB is shown only if its all-in price is consistent with that figure, adjusted for Maryland’s price change since.
